Despite being on electronic monitoring, McMillian was able to obtain and use the weapon to fatally shoot Officer Martinez.

The investigation led by the Chicago Police Department’s Detective Division resulted in McMillian’s arrest. He was found in a nearby apartment, where he had attempted to sever his electronic monitoring bracelet and inflicted self-harm.
