A 36-year-old man who was fatally shot in Tulare early Monday morning has been identified by the Tulare Police Department as Carlos Alejandro Navarro, a resident of Tulare.
The incident occurred shortly after midnight when officers were dispatched to the 1100 block of South Irwin Street in response to a 911 call reporting a shooting.
Upon arrival, officers found Navarro unresponsive inside an apartment. Despite their efforts, Navarro was pronounced dead at the scene.
