Born in La Crosse, Wisconsin, in 1963, Rose was the daughter of Gordon and Edith Phetteplace.
Following in her father’s footsteps, Rose chose a career path that would allow her to serve the people of Wisconsin for nearly three decades. As a trailblazer in her male-dominant field, Rose became the first female director in her district at the Department of Transportation. Her leadership was characterized by respect, patience, and a good-humored approach, making her a beloved mentor to colleagues who considered her not just a leader but family.
Beyond her professional achievements, Rose found joy and solace in various hobbies. Gardening was one of her favorite pastimes, and her green thumb manifested in multiple gardens flourishing with cucumbers, green beans, and an abundance of tomatoes. Her love for gardening extended to the joy it brought to others, as she would often share the fruits of her labor with neighbors and friends.
A proud and lifelong fan of the Green Bay Packers, Rose’s dedication to her favorite football team was unparalleled. This passion was prominently displayed in her home’s “Lambeau room,” a testament to her love for the Packers.
The room featured a hand-painted mural of Lambeau Field, accompanied by an extensive collection of Packer memorabilia. Her commitment to the team was not merely as a spectator but as a true enthusiast who embraced the Packers’ spirit.

She embarked on her academic journey at West Salem High School and later earned her Bachelor’s degree in Civil Engineering at the University of Wisconsin Platteville.
